How do I reduce the size of a picture for emailing?

I use Yahoo for emailing and my comp has microsoft windows xp. When sending a pic as an attachment the pic is huge.

    I have been using a program called Irfanview for a long time for picture viewing/basic editing. Check it out. Easy to use, lots of options and can view any photo. I like it b/c I can can open a picture in any folder and arrow over to the next one instantly. The best part, it’s FREE!
